Upon the initiative of the Consultative Center for Studies and Documentation in Beirut and in collaboration with the National Gathering to Support the Choice of Resistance in Lebanon, the International Campaign against American and Zionist Occupation (Cairo Conference), the International Anti-Imperialist and Peoples' Solidarity Forum (Calcutta Conference - India), and the “Stop War Campaign” (London), with the participation of around 450 international and Arab bodies, in addition to social movements and figures from 66 countries, “The Beirut International Forum for Resistance, Anti-Imperialism, Solidarity between Peoples, and Alternatives” was held at the UNESCO Palace on January 16th, 17th and 18th, 2009.

 

This forum coincided with the terrorist and criminal attack launched by “Israel” against the Palestinians in Gaza, at a time when the whole world is facing financial, economic and political crises resulting mainly from the policies of war and hegemony. The forum aimed at reinforcing the possibility of building an alternative world based on the principles of respecting humanity as a whole and defending the vulnerable and oppressed in the world.

 

Rights and principles:

The Forum reinforces the importance of adopting the following rights in building the alternative world:

·        The right of peoples to resistance as an inalienable principle, choice and culture, a primary condition to peoples’ freedom and the rejection of the imposed policy of the world order, are the only way to protect social achievements.

·        The resistance against the occupation is an integral part of the world’s liberal and revolutionary movements’ fight against imperialism and neoliberalism, hegemony and militarization policies, and the destruction of social achievements accomplished throughout more than two-hundred years of righteous struggle.

·        Reinforcing the right of peoples to sovereignty over their natural resources, to the management of their own affairs, based on the principle of solidarity between peoples and creating alternatives enabling them to face markets dictatorship and rights violating policies adopted by some international financial organizations.

·        The right of peoples to food sovereignty, health and education; these rights should stay above all market considerations while democratic practices should embrace the economic axis.

·        The rejection of intellectual and cultural stereotyping and the recognition of the right to intellectual and religious differences.

·        Developing and disseminating the fight against neoliberal globalization, and working for a world with more solidarity and humanity which requires the rejection of the big industrial countries hegemony and building another axis between the North and the South (South America, the Islamic Arab region, Asia and Africa) in order to reach equitable political and economic relations.

 

Decisions and recommendations

The participants to the forum salute the Palestinian resistance and the endurance of the citizens of Gaza, condemn “Israel” for its continuous terrorism, its horrifying crimes and violations of human customs and values, and call for:

1-      Imposing strict sanctions on “Israel” to include: severance of diplomatic relations, abolishing treaties and imposing an embargo to selling arms covering the whole district.

2-      Calling the EU to put an end to the economic, political and cultural cooperation with “Israel” and to abolish treaties signed with it.

3-      Supporting the Venezuelan president Hugo Chavez and the Bolivian president Morales for their decisive decisions in supporting the rights of peoples to resistance.

4-      Reinstating UN resolution 3379 which considers that Zionism is a form of racism and expel “Israel” from the UN.

5-      Organize an international conference to document Israel’s war crimes and crimes against humanity and the environment, prosecuting its leaders collectively and individually particularly for their crimes in Gaza and South Lebanon.

6-      Supporting the Lebanese and Palestinian resistance in their struggle against the Zionist occupation, and the Iraqi resistance in its fight against the American occupation.

7-      Following-up and activating the advisory opinion of the International Criminal Court about the Apartheid Separation Wall in the Palestinian territories.

8-      Insisting on the follow-up of International Citizens' Tribunal to criminally prosecute the Israeli war criminals in European countries.

9-      Creating a global parliamentary league to defend peoples’ rights to resistance, self-determination and resistance to aggression; activating and broadening existing parliamentary frameworks and calling for more members to join.

10-  Creating a media network for the truth aiming at disseminating all information regarding “Israel” and its crimes, in as many languages as possible.

11-  Prosecuting countries and companies selling weapons to “Israel” and bringing all their leaders to justice, in addition to countries facilitating the transfer of these weapons.

12-  Launching an international campaign for the reconstruction of Gaza, lifting Gaza’s siege and freeing all prisoners.

 

Participants agreed on the following:

1-     The rejection of international agreements and policies allowing big companies to control food markets.

2-     Emphasizing on the fact that poverty and starvation are mainly a political issue that cannot be solved unless new principles are adopted in the management of natural resources based on social, cultural and religious values unaffected by the market’s considerations.

3-     Reinforcing the importance of South-South equitable trade and comprehensive cooperation.

4-     Establishing a global coordination framework between local authorities in order to promote development and strengthen mutual support in times of aggressions and crises.

5-     Face all American and Zionist attempts to cripple the Public International Law and human rights, especially with regards to peoples’ causes and right to self-determination; protect and help resistance movements and reject their classification as terrorists.

6-     Support the right of Iran to develop a peaceful nuclear program according to the international standards.

7-     Reject the American policy that is based on war threats, especially against Iran, and that targets Syria and Sudan both militarily and economically.

8-     Reinforcing our support to the Iraqi people in its fight against occupation and its efforts to maintain the country’s unity and freedom, and liberate all prisoners.

9-     The right of the Afghani people to fight against NATO and the American occupation, and its right to freedom and self-determination.

10- Call for lifting Cuba siege and freeing the five Cubans held in American prisons; and stop targeting Venezuela and liberation movements in America.

11- Call for the biggest participation in the Durban II conference to be held in April 2009 in Geneva, and the Cairo conference to be held at the end of March 2009.

12- Participants are seeking to make the Beirut International forum a recurrent periodical event.




FINAL DECLARATION OF BEIRUT FORUM

To Support the Peoples' Anti-Imperialist Resistance and the Construction of Alternatives to Globalization

At the initiative and with the support of many research centers, associations and political or social movements, the work of the Beirut International Forum was accomplished January 16-18, 2009, with the participation of 450 Arab and international representatives and individuals from five continents (66 countries).

This Forum, where Latin America, Asia and the Near East were strongly represented, embodied the spirit of the Tricontinental. Two great current events marked the Forum: on the one hand, the heroic resistance of the Palestinian people of Gaza who were facing an intensity of violence and a cruelty without precedent; on the other, the total crisis of world capitalism, which is not only financial but also economic, social, cultural and moral, endangering the survival of humanity.

Principles & Rights

The Forum affirms that:

  • Peoples possess the right to resistance and this right must be inalienable, supported by the whole of the international community and recognized as such in international law;
  • The combat of the resistance confronting colonialism cannot be divided from the combat by revolutionaries and free men and women confronting globalized capitalism, imperialism, militarization and the elimination of the social benefits that were established by more than two hundred years of determined working-class struggles.
  • The people have a sovereign right to their natural resources. The right to food, health and education must take priority over any commercial consideration;
  • Each culture and all knowledge should contribute to increasing the common wealth of humanity on the basis of respecting Nature, giving priority to human needs and the democratic management of society;
  • The right to democratic governance must be carried out not only at the political level but also at the economic level and is the concern of both men and women;
  • The right to cultural differences and freedom of worship while rejecting any cultural and racial bias must be guaranteed.

Campaigns & Resolutions:

  • Concerning Gaza

The Forum's participants affirm their support for the resistance of the Palestinian people of Gaza. They condemn the terrorism and crimes carried out against this population by Israel in violation of all human standards and human values.

They also call for:

1. The application of strict sanctions with regard to Israel, such as: breaking diplomatic relations and agreements and the prohibition of any sale of weapons to this country.

2. Legal charges against the States and the firms that sell weapons to Israel.

3. The European Union's ceasing any political, cultural and economic collaboration with Israel and cancelling all conventions and agreements which tie the EU to this country.

4. Holding an International Conference to evaluate the war crimes, and the crimes against  humanity carried out against the population of Gaza, as well as all economic and ecological crimes, and bring judicial charges against those people responsible for these crimes and those committed in Lebanon in 2006.

5. Reestablishing UN Resolution #3379 equating Zionism and racism, and expelling Israel from the United Nations.

6. Launching an international campaign for the rebuilding of Gaza, the lifting of the blockade and the release of the political prisoners.

  • Concerning the anti-imperialist and anti-colonial struggle, the participants

 1. Express their support for both the Palestinian and Lebanese resistance in their struggle against Israeli occupation, as well as for the Iraqi resistance that combats the U.S. occupation. Moreover, the participants support the efforts of the Iraqi people to preserve their territorial unity.

2. Announce their support for the self-determination of the Afghan people and their fight against the U.S. and NATO occupation.

3. Salute Venezuelan President  Hugo Chavez as well as Bolivian President Evo Morales for their support for the peoples' resistance. The participants also express total support with the struggle of these two leaders against any intervention of the United States in Latin America.

4. Call for the lifting of the blockade on Cuba and the release of the Cuban prisoners held in U.S. prisons.

5. Condemn the alliance between the USA and the neofascist government of Colombia that for four decades has terrorized its own people and worked to destabilize the progressive governments of Latin America. They also bring their support to the revolutionary movements in struggle against this regime.

6. Call for the formation of an international league of members of Parliament to defend the rights of peoples to resistance and self-determination, and to reactivate the agreements on the protection of the civilian population.

7.  Call for the creation of an international media network to uncover propaganda lies concerning the nature of and the crimes perpetrated by Israel.

8. Call for continuing the work of the court of conscience to judge war crimes, in particular to bring to justice those persons responsible for the war crimes carried out in Lebanon in 2006.

9.  Call for launching a campaign for the application of the Advisory Council of the International Court of Justice concerning the racist partition wall in Palestine;

10. Call for founding a global network to coordinate among local representatives at times of crises and wars;

11. Call for rejecting U.S. threats and provocations with regard to Iran's right to develop a civilian nuclear program within the framework of international standards. Also rejecting the U.S.'s bellicose threats regarding Syria and Sudan;

12. Call for thwarting the U.S. attempts to strip international and humane legislation of all its contents under pretext of waging the so-called war against terror;

  • The participants propose as alternatives to rule by the market:

1. To remove agriculture and the sectors related to food from international negotiations to remove government controls (GATT, OMC…)

2. To challenge the agreements and the international policies that put biodiversity in danger by allowing large corporations to get ownership rights to living entities.

3. To establish a Mediterranean Common Market, based on the principle of equitable trade between consumers and producers, on the north and the south of the sea basin as well as inside each country. This is to be done during the process of establishing a regional cooperation in the Mediterranean (excluding Israel while awaiting a solution of the colonial problem in Palestine), in opposition to Sarkozy's neoliberal program.

4. To fight against overexploitation by industrial fishing and to support small-scale fishing by guaranteeing a social subsidy.

5. To preserve the common inheritance of humanity and the resources fundamental to life by developing organic agriculture and by using renewable energy sources.

Declaración final del Foro internacional de Beirut

Para apoyar la Resistencia Anti-Imperialista de los pueblos y la construcción de Alternativas a la Globalización

 

Por iniciativa  y apoyo de numerosos grupos de investigación, asociaciones y movimientos políticos o sociales (*), tuvieron lugar los días 16-17-18 de enero de 2009, los trabajos del Foro Internacional de Beirut, con la presencia de 450 representaciones y personalidades árabes e internacionales venidas de los cinco continentes (66 países).

Este Foro, en el que estaban ampliamente representadas América Latina, Asia y Próximo Oriente encarnaba el espíritu de la Tricontinetal.

Dos grandes acontecimientos marcaron este Foro. Por un parte la heroica resistencia del pueblo palestino de Gaza frente a una intensidad de violencia y una barbarie sin precedentes. Por otra, la crisis global del capitalismo, que no es sólo financiera sino también económica, social, cultural y moral que pone en peligro la supervivencia de la humanidad.

Principios y Derechos

El Foro afirma que:

·       Los pueblos tienen el derecho a la resistencia y ésto debe ser inalienable, sostenido por el conjunto de la comunidad internacional y reconocido como tal por el derecho internacional;

·       El combate de la resistencia contra el colonialismo es indisociable del combate que mantienen las y los revolucionarios y personas libres del mundo ante el capitalismo globalizado, el imperialismo, la militarización y la destrucción de las conquistas sociales. Productos éstos de más de doscientos años de luchas encarnizadas de las clases trabajadoras.

·       Los pueblos tienen derecho a la soberanía sobre sus recursos naturales. El derecho a la alimentación, a la salud y a la educación prima sobre toda consideración comercial.

·       Toda cultura y los saberes todos deben poder contribuir a la construcción de bienes comunes de la humanidad sobre la base del respeto a la Naturaleza, la primacía de las necesidades humanas y una gestión democrática de las sociedades.

·       El derecho al funcionamiento democrático debe ejercerse no sólo en el plano político sino igualmente en el plano económico y atañe tanto a los hombres como a las mujeres.

·       El derecho a la diferenciación cultural y a la libertad de culto, rechazando cualquier estigmatización cultural y racial.

Campañas y resoluciones:

·       En cuanto a Gaza:

Los participantes del Foro afirman su apoyo a la resistencia del pueblo palestino de Gaza. Condenan el terrorismo, los crímenes y las violaciones de todas las normas y valores humanos cometidos sobres estas poblaciones por Israel.

Hacen también un llamamiento por:

1-      La aplicación de sanciones estrictas contra Israel, tales como la ruptura de relaciones y convenios así como la prohibición de toda venta de armas a este país.

2-      Denuncias contra los Estados y firmas que venden armas a Israel.

3-      Un llamamiento a la Unión Europea para que cese toda colaboración económica, política y cultural con Israel y que anule todos los convenios y acuerdos que la unen con este país.

4-      La celebración de una Conferencia internacional para evaluar los crímenes de guerra y los crímenes contra la humanidad perpetrados contra la población de Gaza así como los crímenes económicos y ecológicos y entregar a la justicia a los responsables de estos hechos y de los cometidos en el Líbano en 2006.

5-      La rehabilitación de la resolución de la ONU nº 3379 que asimila sionismo y  racismo y la expulsión de Israel de la ONU.

6-      Lanzamiento de una campaña internacional para la reconstrucción de Gaza, el levantamiento del bloqueo y la liberación de los prisioneros políticos.

·       En cuanto a la lucha anti-imperialista y anti-colonial

1-      Los participantes expresaron su apoyo a las dos resistencia, palestina y libanesa, en su lucha contra la ocupación israelí así como a la resistencia iraquí que lucha contra la ocupación norteamericana. Apoyan los esfuerzo del pueblo iraquí para preservar su unidad territorial

2-      Los participantes anuncian su apoyo a la autodeterminación del pueblo afgano y su lucha contra la ocupación norteamericana y atlántica

3-      Los participantes envían un saludo al presidente de Venezuela, Hugo Chávez, así como al presidente de Bolivia, Evo Morales, por su apoyo a la resistencia de los pueblos. Y expresan su apoyo total a sus luchas contra la ingerencia de los Estados Unidos en América Latina.

4-      Los participantes reclaman el levantamiento del bloqueo a Cuba y la liberación de los prisioneros cubanos detenidos en las cárceles de EE.UU.

5-      Los participantes condenan la alianza entre los EE.UU y el Gobierno neofascista de Colombia que desde hace cuatro décadas aterroriza a su propio pueblo y trabaja a desestabilizar los regímenes progresistas de América Latina. Por eso prestan su apoyo a los movimientos revolucionarios en lucha contra este régimen.

6-      Los participantes abogan por la constitución de una liga internacional de parlamentarios para defender los derechos de los pueblos a la resistencia y a la autodeterminación. Y para reactivar los acuerdos relativos a la protección de las poblaciones civiles.

7-      Abogan por la creación de una red mediática internacional que desenmascare la propaganda mentirosa concerniente a la naturaleza y los crímenes perpetrados por Israel.

8-      La prosecución del trabajo del tribunal de conciencia para juzgar los crímenes de guerra, sobre todo la entrega a la justicia de los responsables de los crímenes de guerra perpetrados en el Líbano en 2006.

9-      Lanzamiento de una campaña para la aplicación del Consejo Consultivo del Tribunal de Justicia Internacional que atañe al muro de separación racial en Palestina.

10-       La fundación de una red internacional con vistas a la coordinación de las representaciones locales en momentos de crisis y de guerras. 

11-       Rechazo de las amenazas y provocaciones de los EE.UU.  a Irán en cuanto a su derecho de desarrollar su programa nuclear civil en el marco de las normas internacionales. Rechazo igualmente a las amenazas bélicas de EE. UU.  a Siria y a Sudán.

12-       Oposición a las tentativas americanas de vaciar la legislación internacional y humana de su contenido bajo el pretexto de la guerra anti-terrorista.

·       Los Participantes proponen como alternativas al dictado del mercado:

1-      Sacar la agricultura y los sectores ligados a la alimentación de las negociaciones internacionales para liberalizar el mercado (Gatt, OMC,...)

2-      Rechazar los acuerdos y las políticas internacionales que permiten a las grandes firmas meter mano en la vida poniendo en peligro la biodiversidad.

3-      Crear un Mercado Común Mediterráneo, basado en el principio del comercio equitativo entre consumidores y productores del norte y del sur, así como en el interior de cada país. (Excluyendo a Israel esperando de de solucionar el problema colonial en Palestina), en oposición al proyecto néolibéral de Sarkozy

4-      Luchar contra la sobreexplotación practicada por la pesca industrial y favorecer la pesca artesanal, garantizando un coste social.

5-      Preservar el patrimonio común de la humanidad y los recursos fundamentales para la vida. Desarrollando la agricultura orgánica y la utilización de las energías renovables.

Déclaration finale du Forum international de Beyrouth

Pour soutenir la Résistance Anti-Impérialiste des peuples et la construction des Alternatives à la Globalisation

 

A l’initiative et l’appui de nombreux centres de recherche, associations et  mouvements politiques ou sociaux (*), les travaux du Forum international de Beyrouth se sont déroulés les 16-17-18 janvier 2009, en présence de 450 représentations et personnalités  arabes et internationales venus de cinq continents (66 pays).

Ce Forum, où étaient fortement représentés l’Amérique Latine, l’Asie et le Proche Orient, incarnait l’esprit de la Tricontinentale.

Deux grandes actualités ont marqué le Forum. D’une part, la résistance héroïque du peuple palestinien de Gaza face à une intensité de violence et une barbarie sans précédent. D’autre part, la crise globale du capitalisme, qui n’est pas seulement  financière mais aussi économique, sociale, culturelle et morale,  mettant  en danger la survie de l’humanité.

Principes & Droits

Le Forum affirme que :

·       Les peuples ont droit à la résistance et ce dernier doit être inaliénable, soutenu par l’ensemble de la communauté internationale et  reconnu comme tel dans le droit international ;

·       Le combat de la résistance face au colonialisme est indissociable du combat que mènent les révolutionnaires et hommes libres du monde face au capitalisme globalisé, à l’impérialisme, à la militarisation et la destruction des acquis sociaux. Ceux-ci sont le produit de plus de deux cents années de luttes acharnées des classes laborieuses.

·        Les peuples ont droit à la souveraineté sur leurs ressources naturelles. Les droits à l’alimentation, à la santé et à l’éducation priment  sur toute considération marchande ;

·       Chaque culture et tous les savoirs doivent pouvoir contribuer à la construction de biens communs de l’humanité sur la base du respect de la Nature, de la primauté des besoins humains et d’une gestion démocratique des sociétés ;

·       Le droit au fonctionnement démocratique doit s’exercer non seulement sur le plan politique mais également sur le plan économique et il concerne aussi bien les hommes que les femmes ;

·       Le droit à la différenciation culturelle et la liberté de culte en refusant toute stigmatisation culturelle et raciale.

Campagnes & Résolutions:

·       Concernant Gaza

Les participants au Forum affirment leur soutien à la résistance du peuple palestinien de Gaza. Ils condamnent le terrorisme, les crimes, et la violation de toutes les normes et valeurs humaines exercées sur ces populations par Israël.

Aussi, ils appellent à :

1-    L’application de sanctions strictes à l’égard d’Israël, telles : rupture des relations et des conventions et interdiction de toute vente d’armes à ce pays.

2-    Des poursuites contre les Etats et les firmes qui vendent des armes à Israël.

3-    Appeler l’Union européenne à cesser toute collaboration économique politique et culturelle avec Israël et à annuler toutes les conventions et accords qui la lient à ce pays.

4-    Tenir une conférence internationale pour évaluer  les crimes de guerre, et les crimes contre l'humanité exercés sur la population de Gaza, ainsi que les crimes économiques et écologiques, et traduire en justice les responsables de ces faits et de ceux commis au Liban en 2006.

5-    Réhabiliter la résolution de l’ONU N° 3379 assimilant sionisme et racisme et expulser Israël de l’ONU.

6-    Lancer une campagne internationale pour la reconstruction de Gaza, la levée du blocus et la libération des prisonniers politiques.

·      Concernant  la lutte anti-impérialiste et anti- coloniale

1-    Les participants ont exprimé leur soutien aux deux résistances palestinienne et libanaise dans leur lutte contre l’occupation israélienne ainsi qu’à la résistance irakienne qui se bat contre l’occupation américaine. Ils soutiennent en outre, les efforts du peuple irakien pour préserver son unité territoriale.

2-    Les participants annoncent leur soutien à l’autodétermination du peuple afghan et sa lutte contre l’occupation américaine et atlantique.

3-    Les participants adressent un salut au président vénézuélien Hugo Chavez, ainsi qu’au président bolivien Evo Morales pour leur soutien à la résistance des peuples. Ils expriment un appui total à leur lutte contre l’ingérence des Etats-Unis en Amérique Latine.

4-    Les participants appellent à la levée du blocus sur Cuba et la libération des prisonniers cubains détenus dans les geôles US.

5-    Les participants condamnent l’alliance entre les USA et le gouvernement néofasciste de Colombie qui depuis quatre décennies terrorise son propre peuple et œuvre à déstabiliser les régimes progressistes de l’Amérique Latine. Aussi ils apportent leur appui aux mouvements révolutionnaires en lutte contre ce régime.

6-    Les participants appellent à la constitution d’une ligue internationale des parlementaires pour défendre les droits des peuples à la résistance et l’autodétermination. Et pour réactiver les accords relatifs à la protection des populations civiles.

7-    Ils appellent à la création d’un réseau médiatique international pour démasquer les propagandes mensongères concernant la nature et les crimes perpétrés par Israël.

8-    La poursuite du travail du tribunal de conscience pour juger les crimes de guerre, notamment la traduction en justice des responsables des crimes de guerre perpétrés au Liban en 2006.

9-    Lancer une campagne pour l’application du conseil consultatif du tribunal de justice international concernant le mur de séparation raciale en Palestine ;

10-                Fonder un réseau international en vue de se coordonner entre représentations locales au moment des crises et des guerres ; 

11-     Refuser les menaces et provocations US à l’égard de l’Iran, quant à son droit de développer un programme nucléaire civil dans le cadre des normes internationales. Refuser également les menaces guerrières US  à l’égard de la Syrie et du Soudan ;

12-     Contrecarrer les tentatives américaines de vider la législation internationale et humanitaire de son contenu sous prétexte de guerre anti terroriste ;

·       Les Participants proposent comme alternatives au dictat du marché de :

1-    Sortir l’agriculture et les secteurs liés à l’alimentation des négociations internationales pour libéraliser le marché (Gatt, OMC…)

2-    Récuser les accords et les politiques internationales permettant aux grosses firmes de mettre la main sur le vivant mettant en péril la biodiversité.

3-    Réaliser un Marché Commun Méditerranéen, basé sur le principe du commerce équitable entre consommateurs et producteurs, du nord et du sud du bassin ainsi qu'à l’intérieur de chaque pays. Ceci dans un processus de construction d’une mésorégion en méditerranée (N’incluant pas Israël en attendant de résoudre le problème colonial en Palestine),  en opposition au projet néolibéral de Sarkozy.

4-    Lutter contre la surexploitation exercée par la pêche industrielle et favoriser la pêche artisanale, en garantissant un coût social.

5-    Préserver le patrimoine commun de l’humanité et les ressources fondamentales pour la vie. En développant l’agriculture organique, et en utilisant les énergies renouvelables.
