Ramsey Clark and Bishop Filipe Teixeira: URGENT APPEAL TO THE PRESIDENT OF THE UNITED STATES ON BEHALF OF THE PEOPLE OF HONDURAS

On June 28, the Honduran army used weapons and force to take Honduras’
constitutional President Manuel Zelaya from his residence and send him to Costa
Rica in what was the first military coup d'état in Central America in
more than 30 years. This act of extreme violence can only bring more war and
destabilization to the region.
Today the people of Honduras are courageously resisting and awaiting
Zelaya’s return with tense excitement. Zelaya has been in Washington, DC
attending the emergency meeting of the Organization of American States. The OAS
unanimously condemned the coup and voted to eliminate Honduras from that
organization until the constitutional order is reestablished and President
Zelaya returns to office. Last week he addressed the General Assembly of the
United Nations where he got tremendous support.
The Honduran army, the illegitimate government of Roberto Micheletti and
their allies are threatening the people who are demonstrating for the return of
Zelaya. These illegal forces vow to prevent the arrival of the airplane
carrying President Zelaya and others accompanying him including OAS President
Miguel Insulza. A massive deployment of police and army, including
sharpshooters, are stationed at the airport, where more than 200,000 people are
converging to welcome Zelaya.
Taking into consideration:
- the close association of the United States military with
the Honduran army demonstrated by training and joint exercises;
- the role of the Soto Cano Military Base now under the
command of Col. Richard A. Juergens, who was the Director of the Special
Operations Command during the February 2004 kidnapping of Haitian President
Jean-Bertrand Aristide;
- that Honduran army Chief of Staff General Romeo
Vásquez was trained in the U.S. School of the Americas;
- that the U.S. Assistant Secretary of State Thomas A.
Shannon Jr. and U.S. Ambassador to Honduras, Hugo Llorens were fully aware of
the conflicts leading to the military coup,
We conclude that the United States government has
responsibility for the coup and is obligated to demand that the Honduran army
return to constitutional order and avoid criminal actions against the Honduran
people.
We therefore insist, for the benefit of the peace in the region, that
President Barack Obama immediately cut off all aid and relations to the
Honduran army and suspend U.S. relations with the government of Honduras until
the constitutional president is returned to office.

LLAMADO URGENTE AL PRESIDENTE DE LOS ESTADOS UNIDOS
A NOMBRE DEL PUEBLO DE HONDURAS

El 28 de junio, miembros del ejército de Honduras, a
punta de armas tomaron por la fuerza al Presidente constitucional de Honduras
Manuel Zelaya, sacándolo de su residencia para enviarlo a Costa Rica en lo
que fue el primer golpe de estado militar en Centroamérica en más de
30 años. Este acto de violencia extrema sólo puede traer más
guerra y desestabilización a la región.
El pueblo hondureño hoy está aguardando la vuelta
de Zelaya con un tenso entusiasmo. Zelaya había estado en Washington, DC
asistiendo a la reunión de emergencia de la Organización de Estados
Americanos. La OEA condenó unánimemente el golpe y votó para
eliminar a Honduras de esa organización hasta que el orden constitucional
se restablezca y regrese el presidente Zelaya a su puesto. La semana pasada,
él habló ante la Asamblea General de las Naciones Unidas donde
recibió un tremendo apoyo.
El ejército hondureño, el gobierno ilegítimo
de Roberto Micheletti y sus aliados están amenazando al pueblo que se
está manifestando para recibir a Zelaya. Estas fuerzas ilegales han dicho
que van a prevenir la llegada del avión que trae al presidente
Zelaya y a otros/as acompañantes incluyendo al Presidente de la OEA Miguel
Insulza. Un despliegue masivo de policía y ejército, incluyendo
francotiradores, están en el aeropuerto, donde están convergiendo
más de 200.000 personas para dar la bienvenida a Zelaya.
Tomando en consideración:
1. la
cercana colaboración de los militares de Estados Unidos con el
ejército hondureño manifestado por el
entrenamiento y los ejercicios comunes;
2. el
papel de la base militar Soto Cano, ahora bajo el comando del coronel Richard
A. Juergens, quien era Director de Operaciones Especiales
durante el secuestro en febrero del 2004 del
Presidente haitiano Jean-Bertrand Aristide;
3. que el jefe del Estado Mayor del
ejército hondureño general Romeo
Vásquez fue entrenado en
la Escuela de las Américas de los EEUU;
4. Que el Secretario Adjunto de Estado Thomas A. Shannon Jr. y el Embajador
de los EEUU en Honduras, Hugo Llorens estaban
plenamente enterados de los conflictos que
conducían al golpe militar,

Concluimos que el gobierno de Estados Unidos tiene responsabilidad del golpe y
está obligado a exigir que el ejército hondureño regrese al
orden constitucional y evite acciones criminales
contra el pueblo hondureño.
Por lo tanto insistimos, por de la paz en la región,
que el presidente Barack Obama corte inmediatamente toda la ayuda y las
relaciones con el ejército de Honduras y suspenda todas las relaciones con
el gobierno de Honduras hasta que el Presidente constitucional regrese a su
puesto.
