During the past three years, the Turkish state has imprisoned some 8000 citizens under the guise of fighting terrorism. In a wave of detentions known as the “KCK operations,” it has targeted activists, academics, journalists, lawyers, students, elected officials, translators and publishers on account of their democratic activities in support of the rights demanded by Kurdish citizens in Turkey.
In particular, numerous members and supporters of the BDP (Peace and Democracy Party)—which has 36 elected representatives in the Turkish Parliament—have been criminalized and imprisoned on the pretext that they are alleged members of the KCK (Union of Communities in Kurdistan), a group which the Turkish state claims to be the urban branch of an armed organization known as the PKK (Kurdistan Workers’ Party). Professor Busra Ersanli is the best known of those who were thus imprisoned in 2011, together with the publisher Ragip Zarakolu, who has since been released.
We now wish to focus public attention on Ayşe Berktay (Hacimirzaoglu), a respected translator, researcher and global peace and justice activist. Since her arrest in October 2011 during the “KCK operations,” she has been held in pre-trial detention in Bakirkoy Women’s Prison in Istanbul. Nine months after her initial incarceration, Ayşe Berktay’s trial, along with others, is scheduled to run from July 2nd to July 13th, 2012 in Silivri, near Istanbul.
As participants in the (former) World Tribunal on Iraq (WTI) network, we have now formed an international delegation to observe the trial of Ayşe Berktay. She helped found the World Tribunal on Iraq in 2003, and was a principal organizer of its culminating session in Istanbul, which took place in June 2005. We know Ayşe Berktay to be a person of great integrity and honesty. She is not a terrorist, but an idealist who is committed to peace and democracy.
We return to Istanbul to register our solidarity with Ayşe Berktay and others who have been targeted as alleged terrorists for democratically challenging the Turkish state’s violent handling of the “Kurdish issue” in Turkey. We recognize that the “KCK operations” are used to spread fear amongst activists, to silence public dissent, and to normalize the arbitrary arrest of citizens. The mass arrests of peaceful activists and intellectuals, their lengthy pre-trial detention, and the ensuing trials constitute a source of shame for Turkey, at a time when “Turkish democracy” is sometimes hailed as a model for the Arab world.
We urge the Turkish Government to stop suppressing democratic efforts in support of rights demanded by Kurdish citizens in Turkey. We urge the Turkish government to stop criminalising activism under the guise of counter-terrorism. We demand the immediate release of Ayşe Berktay and all political prisoners in Turkey!
We intend to be present in the courtroom as international observers during the proceedings. The names of the international delegates are appended below. Members of the international delegation are available for media interviews prior to and during their stay in Turkey.

Au long des trois dernières années,
l’État turc a emprisonné quelque 8000 citoyens sous couvert de
combattre le terrorisme. Dans une vague de détentions connue comme les
« opérations KCK », il a ciblé des activistes,
universitaires, journalistes, avocats, officiels élus, traducteurs et
éditeurs, au titre de leurs activités démocratiques en
soutien aux droits réclamés par les citoyens kurdes en
Turquie.
En particulier, de nombreux membres et partisans du BDP
(Parti pour la Paix et la Démocratie) – qui a 36 représentants
élus au Parlement turc – ont été criminalisés et
emprisonnés sous le prétexte qu’ils étaient des membres
présumés de la KCK (Union des Communautés de Kurdistan), un
groupe que l’État turc prétend être la branche urbaine de
l’organisation armée connue sous le nom de PKK (Parti des
Travailleurs du Kurdistan). Le Professeur Busra Ersanli est le plus connu de
ceux qui ont été emprisonnés en 2011, avec l’éditeur
Ragip Zarakolu relâché depuis.
Nous voulons maintenant focaliser l’attention publique
sur Ayse Berktay (Hacimirzaoglu), traductrice réputée, chercheuse et
activiste pour la paix et la justice mondiale. Depuis son arrestation en
octobre 2011 au cours des « opérations KCK », elle est
retenue en détention provisoire à la prison de femmes Bakirkoy à
Istanbul. Neuf mois après son incarcération initiale, il est
prévu que le procès d’Ayse Berktay et d’autres se
déroule du 2 au 13 juillet à Silivri, près
d’Istanbul.
En tant que participants à l’(ancien) World
tribunal on Irak (WTI), nous avons maintenant formé une
délégation internationale pour observer le procès d’Ayse
Berktay. Ayse Berktay apporta son aide à la mise sur pied du World
Tribunal on Iraq en 2003 et fut une organisatrice capitale de la session
culminante d’Istanbul qui eut lieu en Juin 2005. Nous connaissons Ayse
Berktay comme une personne de grandes intégrité et
honnêteté. Elle n’est pas une terroriste mais une
idéaliste engagée pour la paix et la
démocratie !
Nous retournons à Istanbul pour marquer notre
solidarité avec Ayse Berktay et aux autres personnes ciblées en tant
que terroristes présumés pour avoir contesté
démocratiquement le traitement violent par l’État turc de la
« question kurde » en Turquie. Nous reconnaissons dans les
« opérations KCK » un moyen pour propager la peur
parmi les activistes, faire taire la contestation publique et normaliser
l’arrestation arbitraire de citoyens. Les arrestations en masse
d’activistes pacifiques et d’intellectuels, leurs longues
détentions provisoires et les procès qui s’ensuivent
constituent une source de honte pour la Turquie, au moment où la
« démocratie turque » est parfois applaudie en
modèle pour le monde arabe.
Nous exhortons le gouvernement turc à mettre fin à
la répression des efforts démocratiques en soutien aux droits
réclamés par les citoyens kurdes de Turquie. Nous exhortons le
Gouvernement turc à arrêter de criminaliser les activistes sous
couvert de combattre le terrorisme. Nous demandons la libération
immédiate de Ayse Berktay et de tous les prisonniers politiques en
Turquie !
Nous avons l’intention d’être présents
dans la salle d’audience en tant qu’observateurs internationaux
pendant les procédures. Les noms des délégués

Türkiye’deki Kürt yurttaşların talep ettiği
haklara destek verme amaçlı demokratik faaliyetleri
yüzünden aktivistleri, akademisyenleri, gazetecileri,
avukatları, öğrencileri, seçilmiş belediye
başkanlarını, çevirmenleri ve yayıncıları
“KCK operasyonları” adıyla bilinen bir tutuklama
dalgasıyla hedef haline getirdi.
Özellikle de Türkiye Parlamentosu’nda 36
seçilmiş temsilcisi olan BDP’nin (Barış ve Demokrasi
Partisi) sayısız üyesi ve destekçisi; Türk devletinin
PKK (Kürdistan İşçi Partisi) adıyla bilinen
silahlı bir örgütün kent kanadı olduğunu ileri
sürdüğü KCK’nın (Kürdistan Topluluklar
Birliği) üyesi oldukları bahanesiyle suçlu ilan edilip
hapse atıldı. Profesör Büşra Ersanlı ve sonradan
salıverilmiş olan yayıncı Ragıp Zarakolu, 2011
yılında bu şekilde hapsedilenlerin en tanınmış
olanları.
Bizler kamuoyunun dikkatini şimdi de saygın bir
çevirmen, araştırmacı ve küresel barış ve
adalet aktivisti olan Ayşe Berktay’a çekmek istiyoruz.
Ayşe Berktay 2011 Ekimindeki “KCK operasyonları”nda
tutuklandığından beri İstanbul’daki
Bakırköy Kadın Kapalı Ceza İnfaz Kurumu’nda
tutuklu olarak yargılanmayı bekliyor. Dokuz aydır hapiste
bulunan Ayşe Berktay, diğer tutuklularla birlikte 2 Temmuz-13
Temmuz tarihleri arasında Silivri’de yargılanacak.
Bizler, (sabık) Irak Dünya Mahkemesi (WTI)
ağının katılımcıları olarak, şimdi de
Ayşe Berktay’ın yargılanmasını gözlemek
amacıyla uluslararası bir heyet oluşturduk. Ayşe Berktay
2003’te Irak Dünya Mahkemesi’nin kuruluşuna katkıda
bulunmuştu ve 2005 Haziranında İstanbul’da düzenlenen
nihai oturumu örgütleyen birkaç kişiden biriydi. Biz
Ayşe Berktay’ın son derece dürüst ve onurlu bir insan
olduğunu biliyoruz. O terörist değil, kendini barışa
ve demokrasiye adamış bir idealisttir.
İstanbul’a, Türk devletinin
“Kürt sorunu”nu şiddet yoluyla çözmeye
çalışmasına demokratik kanalları kullanarak
karşı çıktıkları için terörist
oldukları iddiasıyla hedef gösterilen Ayşe Berktay ve
diğerleriyle dayanışmamızı göstermek için
dönüyoruz. “KCK operasyonları”nın aktivistler
arasında korku yaratmak, kamusal muhalefeti susturmak ve
yurttaşların keyfi olarak tutuklanmalarını
normalleştirmek için kullanıldığının
farkındayız. Barışçı aktivist ve
aydınların kitlesel olarak tutuklanmaları, yargılanmadan
uzun süre hapiste tutulmaları ve şimdiye kadar yapılan
duruşmalar, “Türk demokrasisi”nin zaman zaman Arap
dünyası için bir model olarak selamlandığı bir
dönemde, Türkiye için bir utanç kaynağıdır.
Türk Hükümeti’nin
Türkiye’deki Kürt yurttaşların talep ettiği
hakları desteklemeye yönelik demokratik girişimleri
bastırmaktan vazgeçmesini istiyoruz. Türk
Hükümeti’nin terörle mücadele bahanesiyle aktivizmi
suç haline getirmeyi bırakmasını istiyoruz. Ayşe
Berktay’ın ve Türkiye’deki bütün siyasi
mahkumların hemen salıverilmesini talep ediyoruz!
Duruşmalar sırasında uluslararası
gözlemci sıfatıyla mahkeme salonunda bulunmak
niyetindeyiz. İsimleri aşağıda belirtilen
uluslararası heyet mensupları, Türkiye’ye gelmeden
önce de geldikten sonra da medya organlarıyla
