The bitter but inescapable truth: Gov't policy puts people in harm's way [in Spanish]

Thousands of people are struggling to pick up their lives and recover from the trauma of the horrific Sept. 11 attacks. Grief over lost friends and relatives, co-workers and just general sympathy for all the victims pervades the spirit of the people. There's anxiety about how to help children deal with the crisis. Questions about the future, about jobs and many other concerns weigh on thousands of survivors.
The countless consequences of the attack weigh especially hard on the workers, not only on those who lost their work places but the thousands who are being laid off elsewhere or are working short hours and losing money. Little is being done, either by the government or the media, to find out about all the workers and their families who are affected by this crisis and help them through it, not just psychologically but materially.
While all this is happening to the workers, they are being bombarded with war talk 24 hours a day. The Bush administration is taking advantage of the grief and sorrow of the people to create a war hysteria, to strengthen the military at the expense of the people, and to threaten civil liberties by expanding police powers everywhere.
Despite all the pronouncements by the government and the media about being against prejudice toward Arab and Islamic people, the racism that is the inevitable product of their long history of demonizing the people of the Middle East is now surfacing in mob attacks, drive-by shootings, attacks on stores and mosques around the country. There are no special task forces, special granting of powers or government mobilizations to quell this wave of racism.
Gov't policy puts people
in harm's wayProgressives everywhere have been horrified by the massive destruction of innocent and unsuspecting civilians in the Sept. 11 attack. This attack not only caused enormous suffering among the people but also put the U.S. government into a militaristic posture. And this plunge towards war by Washington is a threat, not only to the people of the Middle East, but right here at home. If followed through, it will only lead to an escalating cycle of violence.
Indeed, it is the cumulative policy of decades of previous U.S. administrations that has led to the present situation and has put the people of the U.S. in harm's way. This is what is not being told to the people.
Secretary of State Colin Powell has labeled Osama bin Laden the "primary suspect" in the bombing. Of course, the people do not know who did it and the government is in control of all the information.
The U.S. government has a history of using false stories to start wars, going all the way back to the sinking of the Maine in 1898, to start the Spanish-American War, to the Gulf of Tonkin Resolution in 1964, which began the escalation of the Vietnam War.
Certainly no worker should prepare to go to war in the Middle East, where the gigantic oil companies have billions of dollars in investments, based on what the Bush administration says.
But if, in fact, this attack did come from some forces in the Arab world or from Central Asia that are trying to stop U.S. domination over the peoples of the region, the Bush administration knows full well why. But it won't tell the people of the U.S.
An essay in Middle East News on Line of Sept. 15 by Ramzy Baroud, the editor, and entitled "America, We Feel Your Pain, Do You Feel Ours?," tried to give the people of the U.S. some insight into how the event is viewed in other parts of the world. He condemned the attack and then noted that it lasted for several hours and that Congress had immediately assigned $40 billion to rebuild what was destroyed.
"But the Palestinian tragedy," said Baroud, has lasted "for 53 years now. Palestinians have been subjected to some of the most notorious military police ever used; for 53 years they were forced to live in concentration camps, to drink polluted water, to have their loved ones killed, their homes razed, their futures shattered, deprived of all God-given rights, and even UN-given rights. They were forced to flee for their lives from one place to another, they were imprisoned, tortured, and assassinated....
"You might think," wrote Baroud, "I am already overwhelmed by my own grief, why should I worry about yours? The answer is simple. Every bullet that killed a Palestinian was 'Made in the USA,' every shell, missile and tank was 'Made in the USA.' Every massacre was financed by America....
"When three thousand Palestinians were killed in the refugee camps of 1982," said Baroud, referring to the massacres at Sabra and Shatila, "the killers left ... thousands of empty bullet shells, also 'Made in the USA.'"
Baroud notes that during the Iraq war the U.S. military "bombarded every city, town and village in Iraq, south and north. They used every weapon, they experimented with the highest killing technology against a largely defenseless nation, they bombed, killed and sometimes ridiculed their victims."
After the bombings, Iraqi "houses were in rubble, their dearest possessions were sold in the black market to buy some bread and milk, and their electricity was cut off, for it was too, like their water supplies, hospitals, schools, and everything else 'bombed back into the stone age.'"
Robert Fisk, Middle East correspondent for the London Independent, who interviewed bin Laden in 1998, wrote in a Sept. 12 article that "this is not really a war of democracy versus terror that the world will be asked to believe in the coming days. It is also about U.S. missiles smashing into Palestinian homes and U.S. helicopters firing missiles into a Lebanese ambulance in 1996 and American shells crashing into a village called Qana and about a Lebanese militia-paid and uniformed by America's Israeli allyand raping and murdering their way through [Palestinian] refugee camps" during the 1982 Israeli war against the Palestine Liberation Organization and Lebanon.
Fisk, an experienced correspondent in the region, is of the opinion that the Arab peoples in general regard thoussands of innocent deaths as "an unspeakable crime. But they will ask why we did not use such words about the sanctions that have destroyed the lives of perhaps half a million children in Iraq, why we did not rage about 17,500 civilians killed in Israel's 1982 invasion of Lebanon."
Long history of U.S.-sponsored terrorism
Viewpoint-Radio Havana Cuba carried an item on Sept. 13 entitled "A Call for Reflection, Restraint and Responsibility."
The piece points out that the long list of U.S.-backed military efforts in Latin America and other regions "represents the obliteration of hundreds of thousands of civilian lives. In Panama 2,000, in Nicaragua 30,000, in El Salvador 75,000, in Guatemala over 150,000, in Indonesia 300,000.
"There is no joy here in Cuba at the events of Tuesday," states the piece. "There is, instead, a profound apprehension about the cries for vengeance that emanate from every corner of the White House and the U.S. Congress.
"The most powerful nation on earth has been put on a war footing and history has taught us all what to expect when Washington starts waving the cudgel self-righteously. The families of almost a million Japanese, four million Koreans, three million Vietnamese, and thousands of Iraqis and Yugoslavians can all attest to what occurs when the Oval Office scrambles its bombers.
"The saber rattling is deafening and very frightening to us all. U.S. mainstream media is stirring the hatred by airing statements from 'people on the street' calling for an immediate strike, an immediate all-out war against the 'enemy.' But who is the 'enemy'?
"The enemy are successive Washington administrations that have for more than five decades promoted terrorism on an enormous scale across the globe."
It is the knowledge of this history that is now causing a contradiction within the Bush administration and the entire establishment. They feel the urge to lash out with a massive demonstration of force, probably a bombing attack, but it is difficult to define a course of action.
This has caused Vice President Dick Cheney to balance President Bush's "bring them back dead or alive" tough talk with notions of patience, difficulty, the long haul, etc. While the ultra militaristic forces within the administration may prevail in pushing the government into an immediate adventure, at the moment they are mired in a dilemma.
Dilemma for Bush
The Bush administration knows that if the attack came from the Middle East, it is because of the history of the U.S. military committing horrible, massive war crimes against innocent civilians all over the region, either directly or indirectly through the Israeli government. Bush, all of his advisors, and all the experts with even the most cursory knowledge of U.S. government actions in the Middle East know that hundreds of thousands of Arab civilians have died in the last decades because of U.S. policy.
All the belligerent talk about war is leading them in the direction of carrying out some bombing attack, either on Kabul or some other target where civilians would inevitably be killed.
The Bush administration's dilemma is that it is contemplating committing a repeat of the very crimes that may have brought about the attack in the first place.
It is for this reason that the administration has dropped the language about "eliminating states" enunciated by Deputy Secretary of State Paul Wolfowitz and is trying to pull the Ariel Sharon government in Israel back from its recent escalation of the war against the Palestinians.
Ironically, it is the people of the Middle East who are in the best position to understand and sympathize with the victims in the World Trade Center, for they have experienced this horrible tragedy many times over for decades.
What should emerge as a byproduct of this crisis, in the wake of the grief and loss, is for all progressive forces to help the people of the U.S. understand the plight of the peoples of the Middle East and resist the drive towards war.

El pesar sobre parientes, compañeros del trabajo y amigos perdidos además que la compasión generalizada por todas las víctimas penetra el espíritu del pueblo. Hay ansiedad sobre como ayudar a los niños bregar con la crisis. Las preguntas sobre el futuro, sobre trabajos y otras preocupaciones perturban los miles de sobrevivientes.
Las consecuencias innumerables del ataque pesan con dureza especial a los trabajadores, no solamente los que perdieron su lugar de trabajar, sino también a los miles que están perdiendo sus empleos en otros lugares o están trabajando menos horas y perdiendo el ingreso. Se está haciendo poco, o por el gobierno o por los medios de comunicación, para investigar la situación de todos los trabajadores y sus familias afectados por la crisis y ayudar a ellos, no solo psicológicamente sino económicamente a la vez.
Mientras que todo esto está pasando a los trabajadores, están siendo bombardeado con la palabrería bélica día y noche. La administración de Bush está aprovechando del luto y tristeza del pueblo para crear una histeria pro guerra, para reforzar a las fuerzas armadas al costo del pueblo, y amenazar a los derechos civiles por la extensión de poderes policiales por todos lados.
A pesar de todos los pronunciamientos por el gobierno y los medios masivos de comunicación sobre la oposición al contra los pueblos árabes e islámicos, el racismo que es el resultado inevitable de su larga historia de demonización de los pueblos del Medio Oriente se está manifestando en ataques de turbas, abaleos móviles desde carros, ataques contra tiendas y mezquitas alrededor del país. No hay equipos especialmente entrenados, poderes especiales o movilizaciones gubernamentales para sofocar esta ola de racismo.
Política del gobierno deja al pueblo de EE.UU. en peligro
Progresistas del mundo entero están aterrados por la masiva destrucción de civiles inocentes en ingenuos en el ataque del 11 de septiembre. Este ataque no solo ha causado grandes sufrimiento entre la gente sino que también ha puesto al gobierno de los Estados Unidos en una posición militarista. Y este lanzamiento hacia la guerra por Washington es una amenaza no solo para el pueblo de Medio Oriente, sino para el pueblo de aquí. Si sucede, solo nos llevará a un destructivo ciclo de violencia.
Efectivamente, esto es la política acumu lativa de décadas de las administraciones estadounidenses anteriores las cuales nos han llevado a la actual situación y ha puesto al pueblo de los Estados Unidos en peligro. Esto es lo que no se le ha dicho al pueblo.
El Secretario del Estado, Colin Powell han nombrado a Osama bin Laden el "principal sospechoso" en el ataque. Pero por supuesto, el pueblo no sabe quién lo hizo, y el gobierno está en control de toda la información.
El gobierno de los Estados Unidos tiene un historial de utilizar falsas hechos falsos para comenzar guerras, comenzando desde el hundimiento del barco Maine en 1898, para comenzar la Guerra Hispanoamericana, hasta la Resolución del Golfo de Tonkin en 1964, el cual comenzó la escala de la Guerra de Vietnam.
Naturalmente que ningún trabajador se debe prepara para ir a la guerra en el Medio Oriente, donde las gigantescas compañías petroleras tiene billones de dólares en inversiones, basados solamente en lo que la administración de Bush dice.
Pero si de hecho este ataque resultó ser por algunas fuerzas en el mundo árabe o del Asia Central que están tratando de parar la dominación de los Estados Unidos sobre los pueblos de la región, la administración sabe muy bien el porqué. Pero no se lo dirá a la gente de aquí.
En una disertación en Middle East News On Line el 15 de septiembre escrita por el editor Ramzy Baroud, y titulado "América, sentimos tu dolor, ¿Y tú sientes el nuestro?" él trató de dar al pueblo de los Estados Unidos un poco de entendimiento de cómo los eventos son vistos por otras partes del mundo. El condenó al ataque y después advirtió que duró varias horas y que el Congreso inmediatamente había firmado un cheque de $40 mil millones para reconstruir lo que fue destruido.
"Pero la tragedia palestina," dijo Baroud, ha durado "ya 53 años. Los palestinos ha sido sujetos a algunos de los más famosos cuerpos policiales jamás usados; por 53 años ellos se vieron forzados a vivir en campos de concentración, ha beber agua sucia, ha perder a sus familiares, sus hogares destrozados, sus futuros aplastados, despojados de sus derechos que les ha dado Dios y aún los derechos dados por la ONU. Ellos fueron forzados a viajar de un lado para otro por temor a perder sus vidas, fueron encarcelados, torturados y asesinados...
Baroud continuó, "uno puede pensar que yo estoy abrumado por mi propia pena, porqué habría yo de preocuparme por sus penas? La respuesta es simple. Cada bala que mató a un Palestino, fue hecha en los Estados Unidos, cada concha, misil y tanque ha sido 'Hecho en los Estados Unidos'. Cada masacre ha sido financiada por América...
"Cuando tres mil palestinos fueron asesinados en los campos de refugiados en 1982," dijo Baroud, refiriéndose a las masacres de Sabra y Shatila, "los asesinos dejaron... miles de casquillos de balas, también 'Hechos en los Estados Unidos".
Baroud advirtió que durante la guerra contra Irak, la militar estadounidense, "bombardeó todas las ciudades, pueblos y villas en Irak, norte y sur. Ellos utilizaron todos las armas, ellos experimentaron con la más alta tecnología de muerte contra una nación mayormente indefensa, ellos bombardearon, mataron y algunas veces ridiculizaron a sus víctimas."
Después de los bombardeos, "las casas estaban arruinadas, sus posiciones más queridas se vendía en el mercado ilegal por pan o leche, y su electricidad fue interrumpida, como el agua, los hospitales, escuelas, todo fue bombardeado a la "edad de piedra."
Robert Fisk, corresponsal en Medio Oriente para el noticiero London Independent, quien entrevistó a bin Laden en 1998, escribió un artículo el 12 de septiembre que "esta no es en realidad una guerra de democracia versus el terror que se le pedirá al mundo creer en los días venideros. Es también sobre los misiles que destruyen los hogares palestinos y los helicóptero estadounidenses que dispara proyectiles a las ambulancias libanesas en 1996 y las bombas estadounidenses que destruyen la villa llamada Qana y sobre la milicia libanesa pagada y uniformada por el aliado de América y por la violación y asesinatos en sus cursos por los campos de refugiados [palestinos]' durante la guerra israelita de 1982 contra la Organización por la Liberación Palestina y el Líbano.
Fisk, un corresponsal con mucha experiencia sobre la región, es de la opinión que los pueblo árabe en general consideran a las miles de muertes inocentes como "un crimen inefable. Pero ellos preguntaran por que no hablamos así sobre las sanciones que han destruidos la vidas de quizás millones de niños en Irak, porqué no nos encolerizamos sobre los 17.500 civiles muertos en la invasión del Líbano en 1982 por Israel."
Larga historia de terrorismo patrocinado por E.U.
El noticiero radial, Punto de Vista en Radio Habana, tuvo un punto el 13 de septiembre titulado "un llamado a la reflexión, refrenamiento, y responsabilidad"
Este nota que la larga lista de los muchos esfuerzos militares respaldados por los Estados Unidos en América Latina y otras regiones "representan la obliteración de cientos de miles de vidas civiles. En Panamá 2.000, en Nicaragua 30.000 en El Salvador 75.000, en Guatemala más de 150.000, en Indonesia 300.000.
"Aquí en Cuba no hay júbilo sobre los eventos del martes," dice la radio. "En vez hay una profunda aprensión sobre los llamados de venganza que emanan de todos los rincones de la Casa Blanca y del Congreso estadounidense.
"La nación más poderosa en la tierra ha sido llevada a una estancia guerrista y la historia nos han enseñado que esperar cuando Washington comienza a agitar el garrote de auto justo de manera amenazante. Las familias de casi un millón de japoneses, cuatro millones de coreanos, tres millones de vietnamitas y miles de iraquíes, y yugoslavos todos pueden dar testimonios sobre lo que ocurre cuando la Oficina Oval envía sus bombarderos.
"El ruido del sable es ensordecedor y temeroso para todos nosotros. La prensa estadounidense está agitando el odio presentando declaraciones de 'la gente en las calles' pidiendo un asalto inmediato, una guerra total inmediata contra el 'enemigo'. Pero, ¿quién es el enemigo?
"El enemigo son las sucesivas administraciones en Washington que han por más de cinco décadas promovido el terrorismo en una enorme escala global."
Es el conocimiento de esta historia la que ahora está causando una contradicción dentro de la administración del Bush y de todo el establecimiento. Ellos siente la necesidad de reaccionar con una masiva demostración de fuerza, probablemente un ataque con bombas, pero es difícil definir un plan de acción.
Esto ha causado que el Vice Presidente Dick Cheney tenga que balancear la declaración del Presidente Bush de "traerlos vivos o muertos", de ira con nociones de paciencia, dificultad, largo trecho, etc. Mientras que las fuerzas multi militaristas dentro de la administración pueden prevalecer empujando al gobierno a que entre en una aventura inmediata, al momento estos están enlodados en un dilema.
La administración de Bush sabe que si el ataque salió del Medio Oriente, es por la historia de militarismo estadounidense que ha cometido horrible y masivos crímenes de guerra contra los inocentes civiles en toda la región, ya sea directa o indirectamente por medio del gobierno israelita. Bush, todos su asesores, y todos los expertos con el más precipitado conocimiento de las acciones del gobierno estadouni dense en el Medio Oriente saben que cientos de miles de civiles árabes han muerto en las últimas décadas debido a la política de los Estados Unidos.
Todos las discusiones agresivas sobre guerra los están dirigiendo hacia llevar a cabo un ataque bombardero, ya sea en Kabul o algún otro objetivo donde los civiles serán inevitablemente las víctimas.
El dilema de la administración de Bush es que está contemplando cometer una repetición de los mismos crímenes que pudieron haber causado el ataque del 11 de septiembre en primer lugar.
Es por esta razón que la administración ha bajado el todo de la "eliminación de estados" anunciado por el Comisionado del Secretario de Estado, Paul Wolfowitz y están tratando de hacer que el gobierno de Ariel Sharon de Israel cese el escalamiento reciente de la guerra contra los palestinos.
Irónicamente, es el pueblo del Medio Oriente quien están en la mejor posición de entender y simpatizar con las víctimas del World Trade Center, ya que ellos han sentido en carne propia esta horrible tragedia muchas veces por décadas.
Lo que debe salir como un producto derivado de esta crisis, después del dolor y pérdida, es que todos los progresistas deben ayudar a pueblo de los Estados Unidos a entender las condiciones difíciles de los pueblos del Medio Oriente y resistir la campaña hacia una guerra.
