Conditions NOT improved on PA Death Row with new DOC Regulations

April 4, 1998

FROM:  International Concerned Family and Friends of Mumia Abu Jamal

The PA Department of Corrections, promised new regulations that would address
the awful conditions caused by their previous order. These new Regulations
have just been received by the Death Row Prisoners and they are not any better
than the Regulations implemented on March 5th.

The only concession was to return commissary somewhat. However the prisoners
must still wear the jumpsuit and cannot have any personal clothing in their
cells. They can have one more record box measuring 12x12x14 inches to hold
property and legal papers. They may not have legal papers in their cells
which do not fit into these boxes.

So for all intent and purposes nothing has really changed and the most
important items their legal papers are still kept from them.

We don't know what the prisoners have decided to do about this latest terrible
injustice, however, we will keep you informed.

You should still continue to protest this terrible action to:
