Collective punishment of civilian populations, including denial of water and food, is prohibited under the Geneva Conventions:
"Under Protocol I to the Four Geneva Conventions, Articles 51 and 54, indiscriminate attacks on civilian populations are prohibited along with destruction of food, water, and other materials needed for survival.
Indiscriminate attacks include directly attacking civilian (non-military) targets."
Since the breakdown of the Benghazi council, Nato has expanded its operations against civilian populations in areas outside rebel control.
In particular civilian areas of Tripoli, Zlitan and Sebha have been targets of such bombings.
